The National Collegiate Athletic Association (NCAA) issued penalties to Penn State's football program Monday after a scathing report revealed university officials failed to curb the behavior of Jerry Sandusky. Sandusky is the convicted child molester who served as assistant football coach at the university for more than three decades.
