Under Oregon state law, one of the ways that cities are required to plan for a growing population is to manage the amount and kind of land that's included in the region's urban growth boundary. In the Portland area, every five years, the regional government of Metro is required to make the necessary adjustments. This year's decision doesn't seem to be particularly controversial, but there are expected to be some disappointed parties, since the anticipated Metro expansion this week focuses entirely on Washington County.
