Once a year, the governor stands up and makes proclamations about the year to come. This year, Governor John Kitzhaber will make his speech live from the Portland City Club — shortly after his first anniversary as governor. Think Out Loud will cover the event live from 12 p.m. until about 1 p.m. He'll likely speak about jobs and the economy, education, working across party lines, and possibly even the death penalty.
