The police shooting death of Aaron Campbell earlier this year touched a nerve that for some was already exposed and raw. The Grand Jury in the case took the unusual step of writing a letter to the District Attorney to explain that their sympathies were with the Campbell family, but that under Oregon law, they could not indict officer Ronald Frashour. They concluded that Aaron Campbell — and Portland — "deserved better".
Demands for more police accountability in this case — and others, like James Chasse, who died in police custody in 2006 — have led to a proposal to strengthen the Indepedent Police Review (IPR) process. The proposed changes would replace the current Performance Review and Use of Force Boards with one Police Review Board; they would strengthen the authority of the Independent Police Review in matters investigated by the Bureau; and they would give the IPR the power to initiate its own independent investigations.

The proposed changes are a good first step. I believe that a majority of our Portland officers are good people trying to do a difficult job. However, everyone at the PPB needs to know that the shooting death of a cooperating but suicidal man, Aaron Campbell, and the in-custody blunt force trauma death of an innocent man, James Chasse, Jr. (to name the two most recent deaths) are unacceptable! Chasse died in September of 2006, but we still do not have a final report and the officers involved have suffered little consequence...
If Chief Sizer had done her job and taken on the police union and applied discipline in the Chasse case, there might be a little more confidence the PPB today. Maybe Aaron Campbell would still be alive. It is an emergency situation when police kill innocent citizens with impunity!
Fritz, Saltzman and Fish say more time is needed, but perhaps they should be more honest and simply say they do not have the courage to stand up to the police union.

What may be lost in the discussion of the Portland Police is the positive they do. I seldom hear commendations regarding the good they do for the community.
About a month ago I was pulled over by an officer for crossing a busy street against traffic control on my bike. The officer was polite and interested in maintaining public safety. He asked me for my I.D., where I was riding, and he was curious about the air pump in my pack that resembled a gun barrel on further introspection.
Within the last year someone blocked my driveway, I called the non-emergency number and an officer showed up within 15 minutes to resolve the situation.
I've changed my attitude about the police because they have to tolerate a lot of bad behavior, bad attitudes, and dangerous situations posed by the public they are responsible to serve and protect.
I don't condone the mistakes the Portland police have made. I hope they learn from their mistakes and remain responsive to the needs of the public. I commend the Portland police for doing a difficult job under difficult circumstances.

There is nothing wrong with commending police when they do a good job. The point is that you can.
However, we citizens are unable to effectively complain and get redress when certain police officers don't do a good job. Concerning this discussion and proposed changes to the CRC/IPR-and we are talking about the ability to have a complaint investigated thoroughly and in a timely manner...the point is that we can't.

Near future cell-phone based technology is coming that is capable (with reasonably high quality) of video-logging each individual officers actions/activities in real-time to secure servers. Given modest improvements to metro cell-phone coverage and legal review of any privacy concerns, what better oversight than an objective record of events?

I think that this review board is a good step towards cracking down on police brutality. We may trust some of these people with the power we do but they need to learn. If the review boards are put in place they need to be more harsh than we have seen in the past. Turning a blind eye to brutality only allows it to continue happening.

I'd like to hear the panel discuss the notion of "embarrassment" as it relates to the police contract, and oversight of the police force. Repeatedly, the police union has invoked article 20.2 of their contract, which ostensibly protects them from being "embarrassed" in front of their peers or the public, and urged its members to avoid cooperating with performance review boards and use-of-force review boards.
Scott Westerman, head of the PPA, said, "When our members are subjected to unprofessional questioning where the member is grilled, embarrassed or berated by members of these boards, it is unacceptable."
This seems like a false step to me, and something of an insult to the citizens that Westerman and the force work for. How does the city interpret such a response to attempted oversight? And what does it mean for future attempts?

Cop behavior is becoming a serious problem for many. I am in my late 70s and have never had even a traffic ticket nor been spoken to by a policeman. So I have no personal axe to grind. That said, I read so many news items these days where a cop someplace has acted in a violent way toward some unoffending citizen and that citizen ends up dead or maimed.
Consider: the average policeman wears body armor, is very big and well trained in unarmed combat. He carries a club, a can of Mace, a Taser, a pistol and cuffs and often enough he is stoked on steroids. Yet, in stite of all these protections and offensive weaponry, time after time we read accounts where these armored, well armed cops kill some one who they only THINK, might possible have weapon or is acting in a way the cop THINKS might become a threat of some undefined nature. These paniky actions are hardly those of courageous, cool or intelligent men.
From people who post comments on-line, and in letters to the editors, I believe average American is beginning to view cops as agents of an increasingly authoritarian and repressive Govt. That the police are less interested in keeping the peace than in intimidating and bullying citizens. The practice of hiding their badge numbers, faces and names does nothing to reassure citizens. The scowling, wary expressions most wear when in public makes one think of photos of the Brown Shirts in Germany of the 1930s.

A vigorous civil bar with competent attorneys experienced in civl rights and police misconduct litigation may be the best counterbalance to the current tendency of police departments to overreach their authority.
In our region, enforcement officers are well-trained and professional. However, the budget stress on departments is resulting in cutbacks that are causing the coping talents of street officers to be stretched to the limit. There are going to be more incidents of abuse as this trend continues.
The cop on the street is ultimately responsible for his or her conduct, with civil lawsuits brought as necessary to define the boundaries of acceptable police conduct. The cities and counties will pay the judgements and departments will revise their training to address patterns of abuse.

Having lived in Portland for almost twenty five years (being a 58 y/o white guy, professional, who happens to have long hair), I've long been convinced that Portland police tend to be be over-testosteroned, macho and far too quick and ready to use force. I live in the Parkrose area, and have been stopped and (I felt) harrassed while walking my dog at 3:45 AM by police asking me with very apparent suspicion ... 'What are you doing,' with spotlights shining in my face (well, duh, I was walking my dog within blocks of my residence). To me, the incident was utterly out of line.
There needs to be close and authoritative oversight by citizens' boards, and police should have to go through substantial in-depth training on 'how to' deal with mentally ill citizens, or those suffering from serious illness, such as an insulin reaction or diabetic coma, both of which can cause apparent and extreme confusion, agitation and anxiety which can be misinterpreted all too readily as 'being on drugs,' with the all too tragic conclusion.

Oversight, however it's construed, is ad hoc and not done in a timely way. Everyone involved from police officers to victims and their families don not trust the process. Too long (3 years for the James Chasse Jr reports, over two years for the Justin Krohn matter and Kelly Krohn, his dad, is a retired PPB detective, etc.)
The Bureau's civilian overseers (Sam Adams and Dan Saltzman) need to urge meaningful changes that will cut down on police malfeasance, needless shootings caused by rogue cops, such as Ronald Frashour, Kyle Nice, Leo Besner, Chris Humphreys and others.
How to do this:
I believe cops are under great stress akin to military combat. Cops "wear out" and they get become uncentered, for want of a better term. (how else to explain the high rate of marital discord and divorce, drinking, steroid use, changes in belief systems, ie: Born Againism, et al.)
I think that cops should be tested every five years for PTSD and everytime after there is a police-involved killing of a citizen, whether that person is a felon, innocent bystander or mentally disturbed person.)
Alaska is a state that uses polygraphs in the vetting process for prospective police officers. The city should lobby for a change in state law to get that tool.
I also believe that all officer-involved killings should be shunted away from the Grand Jury and put into a public inquest forum that is broadcast live on media outlets. No more indicted (unindicted ham sandwiches.) Everyone in the community sees and gages the questions and the responses. This alone will make cops think about leaving expiring citizens laying in the street until someone in authority allows medical help to reach these imagined "threats" to police.

It isn't guns! I spent my teen yrs in KFalls, OR. We all had guns and hunted and shot. NO ONE would have ever carried a gun into a school. The idea of shooting anyone would never have occurred to us.
The big change in crime rates occurred when the civil right movement moved minorites from their own neighborhoods and into ours. The other cause of increased violence came from the media. It promoted and celebrated mindless mayhem. It hasn't stopped yet.
A third cause is the fact that we, as a people, have become addicted to warfare. The Govt does what it can to keep the young people in a frame of mind to venture forth and do violence to others. As often as not that turns round and hits home.
Cops become brutalized dealing with all this.

With all do respect, Aaron Camble was a CRIMINAL, with a violent record. For people to keep using his name in some sort of crusade to say that cops are violent is ridicules.
Every one hates a cop until they need one. They have a tough job and should get more respect for what they do.

Police were called to the apartment because of concerns that Aaron Campbell was suicidal.
There is no crusade to describe police as violent. Officers are repeatedly killing people when there is no justification for that action. Nothing any individual can say can be more outlandish than the undisputed facts regarding some of the recent police-led killings.
The police bureau, the union and the City are too slow to respond when things go wrong. It's not that people hate cops. People hate a lack of justice and due process.

Thank you for covering this issue. I think these reforms seem like a step in the right direction and I'm glad to see them being taken -- thank you. As organizer of a local block watch, I learned to appreciate the role that good policing can play in my community. The failure of the City to hold bad (or failing) cops accountable damages the trust we as citizens can have of any police -- even the good ones -- it degrades community policing, and I deeply resent that.

Emily's offhand question on whether IPR fired the officer in question goes right to the heart of problem. There is no real outside authority to fire or issue a substantial, meaningful reprimand officers who are out of line.
Neither the bureau or the commissioners can be expected to adequately police the police. That is just politics - you don't have to blame anyone to recognize that. We should have a democratically elected review board that is not hamstrung by union regulations or internal attempts at accountability.

Portland police has gone so far overboard that the only fix is to defeat the union, and the citizen review board should have hiring, firing and disciplinary authority over the entire bureau, in conjunction with the bureau administration. There must be accountability for officers and their superiors, as well as both positive and negative feedback and review during officer’s performance reviews. Officers continued employment and compensation increases should be tied to professionalism and customer satisfaction, not the current “cuff and stuff” mentality prevalent in the force today. It is time to weed out the bad apples, hold them accountable – which in the Chasse case should include prison time, and begin the long arduous process of repairing the relationship between the citizens and their employees – the Bureau.

Until the police consider themselves part of the citizenry rather than a "band of brothers" separate and apart, things will never change. Police are not the military. When the police and the citizenry look at each other with suspicion as the focus of almost every interaction, people die needlessly.

Including both a historical and broader context for policing and its purpose can help frame this debate in a much more useful way. Historically the institution of policing was created during slavery and after its abolition as a force to control slaves and former slaves and enforce a color line between whites and blacks. The default position of police at this time was that slaves and later freed blacks were always at fault in a crime and that whites were not just innocent but rather un-deputized police.
Over time as people of color received citizenship, voting rights, and slavery was abolished, the overt policies of police as maintaining a color line were dropped while also broadening the scope of its mission to become one of keeping inline those considered “anti-social” or outside the norms of societal behavior. The inherent problem with this mission is how these norms are defined and what is consider “anti-social”. While many well meaning police exist within police bureaus, the real problem is the inherent nature of policing in our society and the formation of policing as an institution. As an institution, policing is at its core reactionary, racist, and repressive. Its purpose being to enforce a definition of society and acceptable behavior that corresponds with the identity of very few citizens of our country. The acceptable definition of society being white upper class usually men and the acceptable behavior being the behavior of this group of people. For example, why is it that rates of white collar crime have been rising more than most other forms of crime yet the rates of arrest, indictment, and imprisonment of these types of criminals are very low? Because police are not looking for white collar criminals...they are the very definition of civilized society that their job is to enforce.

For this reason it is not surprising when well meaning police label young black men as inherently criminal. It is their training and institution that requires them to do so. It is also not surprising when police are unable to deal adequately with real community safety issues such as mental healthy crises, domestic violence, child abuse, and environmental pollution. They have not been trained to provide safety but rather to act as a militarized force keeping people within an acceptable range of behaviors. In the safety situations above, the line around acceptable behavior becomes very blurred and complicated. It takes many more skills than just brandishing a gun and hauling people to jail to deal with the majority of problems faced within our communities.
Unfortunately for many well meaning police officer, they are the front lines of a much larger problem. The most obvious symptoms of this problem is the lack of humane and satisfying ways to provide ourselves with healthy and sustainable livings. Most of the “criminal” problems in our society stem from our collective inability to provide for the basic needs of our fellow community members from adequate healthcare to healthy housing to fulfilling work. We can continue to narrow our scope of problem solving and continue to try deal with symptoms of a problem rather than looking at the larger issue, but our interests would best be served by looking at police abuse in a much larger context and putting our energy and time towards changing the underlying problem from which an institution such as the police has arisen.

I would also like people to question the labeling, by the PPA, specifically in their current contract and in other venues, of the public knowledge of discipline and investigations of officers as "embarassing". That is not their real concern. While on some level, they may be personally worried about "embarassment", the real issue is that they do not want transparency, they do not want the public to know about the times they use force and shouldn't, they do not want the public to be aware of what the police are actually doing. It helps them to get away with being abusive, it helps build their power, it helps maintain the myth that they are constantly 'in danger', if the public has to work to know a little bit about what's going on.

I really hope that some ACTUAL changes can be made here. As they stand now, the (so-called) IPR is pretty much worthless. I sunt them 3 formal complaints over a 2 yr period only to have all of them dismissed. My most recent one took b/t June 2008 to Feb. 2009 (& repeated calling on my part) to reach a conclustion.

Why are we having this discussion?
A thug/criminal has been reported to the police for erratic suicidal behavior in front of children and the police respond.
Nobody placed that bottle of alcohol to his lips. Nobody placed the gun to his head.
People close to poor Aaron Campbell called the police to take care of a problem.......
Why is the media crucifying the police for doing the job which we pay them to do.

I love hearing the comments like "there was a communication break down with the police" Have you ever been in a emergency situation? Damn right there is a communication problem. It is the nature of the emergency situation. The police are not in a office situation reading from movie script.
Don't drink, don't do drugs, don't play with guns when under the influence and take responsibility for your own actions and quit trying to blame the police for your lack of common sense.
Every one of those officers have the same desire to go home at night unharmed.

Well, for one, it's not just about Aaron Campbell. James Chasse Jr., Kendra James, James Jahar Perez, Jose Mejia, Lloyd Stevenson and many many more have been killed by the police because the police can get away with murder. And the many people harassed by police every day, because that is actually what they spend most of their time doing. (Calbruce Jamal Green, Delease Carter).
Their jobs are not actually as dangerous as they would have you believe (the deaths per 100,00 are equal to non-farm gardeners and most police deaths are due to traffic accidents, not 'dangerous criminals') and they use their massive PR to convince people that they NEED to kill. But they don't.

I have had many encounters with law enforcement and I have never been bean bagged, shot or beat up.

That is not what windiabbie said.
Everybody throws a little tantrum when an officer does what that are paid to do. A certain population feels that somebody's rights were violated because somebody violated a law. Mr Campbell simply had to come out as commanded and let the officers investigate why somebody called the police.
It is not rocket science or higher math.
Kendra just had to sit in the car and try not to drive the car away.
James Jahar Perez would be still around if he sat in the car and answered any questions the officers asked.
As I said before the only people who fear police are doing something that is wrong.
I am thankful for the officers who pack heat and tazer's to keep the people who are not smart enough to not do meth, drink excessively, drive erratic, point guns at family member, peddle drugs and the whole list of no-no's that our society had deemed unacceptable.
It is a simple IQ test and some people just can not figure it out.
Here is a little tip for the day: If a officers ask to talk to you stop and talk, answer questions and try not to make the newspaper or evening news. There is a lot of people who have interactions with police officers that do not get shot by simply cooperating.

No one is throwing a tantrum.
People are exercising civil rights and are asking to have some one besides the police scrutinize the police. We do not live in a military state.
Unfortnately, some Portland police officers seem to be under the misapprehension that it is ok for them to kill people who don't follow instructions perfectly (James Chasse). Or the command staff seem to think that they can negotiate and descalate a situation but not bother to keep officers with bean bag rounds,an attack dog, or an assualt rifle in the loop, and that when some one dies in that situation (Aaron Campbell) they expect the people of Portland to accept this death as ok somehow. These are not minor complaints. They are collossal failures.
This makes even the good cops look bad, which isn't fair to the good ones. Good cops have nothing to fear from oversight.

Everybody makes choices. People should own up and take responsibility for your dumb action. Yes dumb is a strong word put it fits the bill.
I get so tired when people blame the police for stupid actions of other people.
Police carry guns, tazers, pepper spray, and various other tools of the trade for a reason.......To take care of a problem. Lets put Xena on speed dial and give them a call when the crackhead, drunk, mental cases are threating the safety of others.

Let me get this right(due to the number od articles and interviews I listened to found by mp3 search I could become a professional in this deal!): Police are called to a reported ARMED suicidal subject that is putting his family in harms way. Police attempts to subdue the man do not work and he is not complying. The man turns and goes for his belt area; lets stop hear. Do you let the man possibly back into an apartment where he can arm himself, possibly take hostages, get more ammo, or harm himself. Not to mention when a person in this situation turns and goes for his belt police already think he has a gun..... hmmm..... if you're the police officer do you wait for the man to turn with a gun and shoot? The officers in this situation are tasked with protecting 1. other officers 2. the subjects family 3. neighbors 4. the subject from himself..... not to mention the families of every officer on scene. Its open season on police officers in the northwest in case you have not noticed. No officer wants to kill anyone but when you raise your right hand you know its a possibility.

I have walked through a crowd of onlookers before to get to a Citizen being pinned by a Portland Officer to the pavement; over a simple situation that had escalated into an intense confrontation. The cop had gone too far in my estimation and a call by me to city hall was followed by a return call from both a PR person on the force and then the officer himself.
Then we have the young woman at the Max station who was quiclky rearrested after setting fire to her room, after her home release, following the Max incident trial. I believe that in this case the perpetrator was the one to fly out of bounds quickest; and to her obvious peril. Twice.
And now Aaron Campbell, shot while probably a little insane, clinically or not, over the death of his brother. Acting unpredictably. And he is shot by an officer who maintains he was attempting to keep Aaron from reaching cover, as he watched what looked like Aaron going for a gun.
As a society we are letting the bar on what is considered legitimate conduct in public, slip farther and farther toward the obscene, immoral, ridiculous, lacivious, confrontational and generally dark side of human nature.
The economy is in great turmiol and many people are exhausting their coping skills on other more basic needs like lights and heat and food; and the day to day grind of bad news and a dim outlook has many people stressed to the limit.
And as this is taking place; We are also less likely every day to correct those around us when they are over the line socially, in nearly any setting, preferring instead to wait until there is a huge problem and then seeking to have the police deal with it.
