In public health, unless the numbers affected by a an communicable outbreak rise to a certain percentage, the US Public Health Service does not order draconian measures to deal with it. This means that an unknown number of people will lose their lives because some public health measures were not enacted or enforced. No one knows that number. But there is no question it is many times greater than the relative handful of wrongly executed inmates.
