Dudley exploited the tax advantages of living in WA and working in OR. What is his stance (as well as Kitzhaber's) regading a toll bridge for the Columbia crossing?  I know that the mayor of Vancouver endorsed a toll based upon freeway usage (how far you travel on the freeway to arrive at work)
