How close are we to having pricing structures based on usage, similar to what we have for cell phones? If bandwidth monopolization by bittorrent during peak times is causing problems, why not have tiered plans based on average bandwidth usage, along with pricing structures for peak versus non-peak hours? I have not thought this argument all the way through, so I haven't found the fatal flaw or slippery slope. If this is a bad idea, please let me know why.
