Mr. Dudley is often commenting about Washington state is more business friendly because of certain taxes.

This seems as if he is comparing apples and oranges.  The majority of Washington's income, I believe, comes from sales tax.  Oregon, on the other hand, has income tax as its very narrow tax base.  Is he proposing that we consider changing the tax base, so we broaden it by imposing a sales tax?
